Arizona Housing Finance Authority Loans & Benefits for First-Time Buyers As part of the creation of the Arizona Department of Housing, the legislature also created the Arizona Housing Finance Authority (AzHFA) in 2002. Under the provisions of HB 2615, the Authority is able to issue Multi-Family Revenue Bonds for rental projects, low interest Single-Family Mortgage Revenue Bonds for first-time homebuyers’ primary financing, and Mortgage Credit Certificates to help provide additional income for first-time homebuyers through tax credits.
